English Councils Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a new poll of local authorities, English councils are preparing to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

The Key Cities Group for second-tier cities in the UK stated that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling playing fields and open spaces to shore up their finances, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the majority (six in ten) of municipal officials said they would focus on service redesigns and utilising savings to weather increasing fiscal pressures.”

Specific Cases of Proposed Disposals

Medway Council in southeast England announced its property management strategy included the sale of a shopping centre in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Wider Fiscal Pressures

The survey of local authorities in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to raise council taxes next spring to cover the rising cost of core provisions, increased rates of homelessness, and a longstanding accommodation deficit.

The authority said it will proceed with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” stated Vince Maple.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently also found local finances being strained by the increasing figures of young people and older individuals needing special educational assistance.

A network of councils said that council deficits will reach 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Government officials have put off scheduled changes to the Send system until the coming year after a white paper setting out those reforms has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (IMD) covering English councils, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of difficulties facing municipal officials across key cities in the next twelve months,” the analysis concluded.

“Council officials have been explicit about the necessity for a fair and sustainable financial structure that accounts for and addresses the real levels of deprivation and demand,” said a council leader.

“Lacking this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the disadvantage of their residents.”

One in five of local authorities have reduced or weakened social care provision in the past 12 months, the survey revealed.
